The Embassy of the United States in Nicaragua will launch, via the Internet, a solicitation to procure Mobile Telephone Services for the Embassy’s Staff.  The estimated total number of lines requested by this mobile cellphone contract is up to 250 lines. Please note this is only an estimated quantity and could be less. The contractor shall furnish managerial, administrative, and direct labor support to accomplish all services as required in the contract. Call for Architectural and Engineering Qualifications: (Closed on May 23, 2016)

The U.S. Embassy in Managua is interested in obtaining Architectural and Engineering Qualifications from local interested firms or individuals, to provide Structural Engineering services for the performance of Residential Seismic Surveys of building structures used for family housing in the City of Managua.

The assistance of a local Structural Engineer who has in-depth knowledge of indigenous housing design and construction and is well versed in seismic engineering is being sought for this effort. This Structural Engineer, in general terms, would be responsible of the following:

  1. Perform a qualitative seismic assessment of the properties identified separately by the Embassy.  This includes the identification and evaluation of significant structural and non-structural seismic hazards in and around these properties.
  2. The Embassy considers Managua to be in a high seismic zone that is equivalent to Zone 4 of the 1997 Uniform Building Code (UBC).  The Engineer shall base his/her assessments on this seismicity level or that prescribed by the local building code, whichever is more stringent.
  3. Assessment of prospective housing is often needed with very short advance notice due to the short-term availability of these properties.  The capacity of the Engineer to mobilize and complete the work in a timely fashion is critical.

Firms or individuals responding to this announcement on or before the closing date will be considered for selection using the following minimum evaluation criteria in descending order of importance:

  • Relevant, professional qualifications of the firm in the type of work required in this solicitation, for projects having a significant construction value in the past three years;

The purpose of this service is to produce comprehensive building inspection reports that will assist the Department of State to certify the acceptable completion of construction of an apartment building intended for residential use by U.S. Government personnel assigned to permanent duty in Managua, Nicaragua. The reports will also help the construction contractor and the Department of State to identify potential defects in the building that require rectification.

Advertisement for Construction Contract – Refurbishment of Two Nasatka III-DS Barriers

The Embassy of the United States, Managua, has a requirement for a firm to construct/refurbish existing facilities on the Embassy compound.  This construction effort is estimated to be within the range of $25,000 and $100,000 and needs to be completed in a period of five weeks after a contract has been signed. All work will be performed in the city of Managua, Nicaragua.  This work will include and is not limited to demolition, trenching, backfilling, and concrete work in support of the refurbishment of two [2] existing Nasatka III-DS Wedge vehicle arrest barrier systems, and will require the replacement of all worn equipment and components as well as the installation of new equipment and underground conduit and wiring.

All firms that respond to the solicitation must be technically qualified and financially responsible to perform the work.  At a minimum, each offeror must meet the following minimum requirements when submitting their proposal:

  • Be able to understand written and spoken English;
  • Have an established business with a permanent address and telephone listing;
  • Have the necessary personnel, equipment and financial resources available to perform the work;
  • Have all licenses and permits required by local law;
  • Meet all local insurance requirements;
  • Have the ability to obtain a performance and guarantee bond and a payment bond, or to post adequate performance security, such as irrevocable letters of credit or guarantees issued by a reputable financial institution;
  • Have no adverse criminal record;
  • Have no political or business affiliation which could be considered contrary to the interests of the United States;
  • Have good experience and past performance records; and,
  • Identify specialized experience and technical competence required to complete the construction work in accordance with this solicitation.
  • Please note, past and recent experience in installation and/or maintenance of vehicle arrest barrier systems will be strongly taken into consideration in the selection and award process for this contract.
